It's Vampire Hibarin from 'Monster Tamer Tsuna', _{(a short parody manga by Amano herself on another of SJ magazines or something. It's being animated in little bits at the end of the new KHR anime episodes)}

No Dino in MTT, so I did a D18 version here Dino misunderstood Hibarin's catch phrase
